Dato’ Seri Ir. Dr. Zaini Ujang,

YBhg. Dato' Seri Ir. Dr. Zaini Ujang is a national figure for his contributions as a professional environmental engineer, an experienced public servant and corporate director, and an Eco-Shift promoter with expertise in Environmental Sustainability, Energy Security and Eco-Habits, Green Technology and Lifestyle, River Ecosystem Rehabilitation, Business Sustainability and Higher Education Policy & Funding.

He is also a certified Professional Engineer (Malaysia), Chartered Engineer (UK), Chartered Scientist (UK) and Chartered Water and Environmental Manager (UK); and was the first recipient of the most prestigious Merdeka Award 2009 for Outstanding Scholastic Achievement and had received a long list of other honorary awards.

PhD. Tran Anh Tuan,

PhD.Tran Anh Tuan has 29 years of experience in urban & industrial zones planning design; and 08 years in the field of state management of technical infrastructure in general and water supply and sewerage in particular;

In the field of planning: hold the post of designer, project leader, project manager and director of the planning consultancy and Deputy Director of Institute of Urban Planning for Rural Southern Vietnam under Ministry of Construction; He has participated in urban planning for urban areas, industrial zones of the Southeast provinces and the Mekong Delta of Vietnam, especially the planning of technical infrastructure for urban water supply and sewerage. (over 50 urban areas and industrial zones of 19 provinces/cities).

In state management: Position of General Director, Deputy Director of Technical Infrastructure Agency, Ministry of Construction; He has joined the drafting committee, the editorial team of law documents, decrees, circulars of the Ministry of Construction, the Ministry of Agriculture and Rural Development,...; Presiding the appraisal process and submit to the Ministry of Construction for Prime Minister‘s approval for specialized planning projects on water supply and sewerage of cities under the Central Government.

Ir. Muhamad Sobri bin Zakaria,
Executive Director of Water & Sewerage Regulatory Department,
National Water Services Commission (SPAN)

Ir. Muhamad Sobri Bin Zakaria holds a Degree in Civil Engineering from Universiti Teknologi Malaysia (UTM).

He joined SPAN in 2008 as the Director of Southern Region Office actively managing operational compliances. In 2010, he headed the Technical Standard and Compliance Division until 2013. Subsequently, he was promoted to Senior Director of Industry Audit Division until 2019 in charge of auditing the performance of water and sewerage operators.

Thereafter, he was appointed to his current position as an Executive Director of Water and Sewerage Regulatory Department in 2019. He is currently actively looking into the core functions of the department to boost industry development and implementation of dynamic and relevant policies and strategies to drive long term sustainability in this industry.

Dato’ Dr. Tan Yew Chong,

Dato’ Dr. Tan Yew Chong is Senior Advisor of Salcon Berhad (Public Listed Company) and Chief Economic Advisor of Malaysia-China Business Council (MCBC). He is also appointed as Adjunct Professor in Asia eUniversity (AeU), and Industry Advisory Panel of Xiamen University (Malaysia).

Dato’ Dr. Tan had held several key positions at the Ministry and Central Agency, namely; the Secretary General of the Ministry of Primary Industries (MPI), the Secretary General of Ministry of Water, Land, and Natural Resources (KATS), the Deputy Secretary General of Ministry of Energy, Green Technology and Water (KeTTHA) and the Deputy General of Public and Private Partnership Unit (UKAS) of the Prime Minister’s Department. He had been written and tabled more than 100 cabinet papers which mainly focus on the development of infrastructure projects through Public Private Partnership and water infrastructures.

He was the Chairman of the Forest Research Institute of Malaysia (FRIM), the Commissioner of the National Water Services Commission (SPAN), Board of Director, National Water Assets Corporation (PAAB), Advisory Committee of the International Association for Coastal Reservoir Research (IACRR 2017-now).

PhD. Duong Du BUI,

Duong Du BUI is a water specialist whose researches focus on water-induced risk management in Vietnam and the ASEAN region. After finishing his PhD at the Tokyo Metropolitan University as a fellow of “Asian Human Resource Program” in 2011, he was offered a postdoctoral research assistant position at the United Nations University (UNU, 2011), then a research fellow position at National University of Singapore (NUS, 2012-2013).

Upon his return Vietnam in 2013, he worked as Head of IWRM Department at Hanoi University of Natural Res. and Environment (HUNRE, 2013-2014); and now as a Director of Water Monitoring Department & Chairman of Young Union at National Center of Water Resources Planning and Investigation (NAWAPI, 2014-now) under Ministry of Natural Resources and Environment (MONRE) of Vietnam.

Responsibility of his current position is supervision of the maintenance and operation of nation-wide monitoring and forecasting systems of water resources, towards providing accurate and timely information for water risk reduction and management in Vietnam. He also serves as co-founder and General Secretary of Vietnam water Cooperation Initiative- VACI at MONRE; Steering committee member of Vietnam Water Partnership- a Country chapter of Global Water Partnership (GWP) and recently elected as of Chair (Water, Ecology & Fisheries) of US-ASEAN S&T Fellow Association.

During the course of his works, he has led a number of national and international projects in Vietnam, Mekong and ASEAN regions and published intensively, some 30 papers in top peer review journals with average of 2-3 papers per year.

Prof. Dr. Viet-Anh Nguyen,
Vice President & Head of Science and Technology Department, VWSA; Professor in Water and Wastewater Engineering, Hanoi University of Civil Engineering (HUCE)

Professor, PhD. Viet-Anh Nguyen has 25 years of experience in water supply and sanitation sector, spending number of efforts in research and development of efficient water supply, appropriate sanitation systems, sludge and faecal sludge management, resource recovery. Participation of local users and private sector, development of water and sanitation industry, adaptation to climate change challenges are also among his main interests.

Mr. Nguyen has experiences in long-term and short-term water sector capacity building, devoting his time for education and training for water supply and sanitation specialists in Vietnam. He has been also involved in several consultancies works, as well as in inter-sector policy. He has close connections and plays as a key Vietnamese resource person for international organizations.

Ir. Dr. Salmah Zakaria PhD, FASc,

Salmah Zakaria has a BE (Civil-UTM, Malaysia, 1977), an MSc in Land & Water Resources Management & a PhD in “Deep Peat Field Water Management”, Cranfield, UK, (1986 & 1993). A member of IEM & BEM and a Fellow of ASM, she currently chairs the ASM Water Committee (2015-2021). An Editor of the ASM publication 2016, “Transforming the Water Sector: National IWRM Plan (NIWRMP)-Strategies and roadmap”, she subsequently chairs the MEA (Ministry of Economic Affairs) Drafting Committee, 2019, for preparation of the draft Strategic Paper on Water Sector Transformation for the 12th Malaysia Plan. She has worked with UNESCAP, Bangkok (2008-2015) and the Malaysian Government (1977-2008).

Mr. Minh Lim,
Executive Director,
Cambodian Water Supply Association (C.W.A)

Minh is an executive Director for Cambodian Water Supply Association (CWA). Previously he has worked for Aide et Action (AEA) as Program Coordinator to coordinate and managed the sub-grantees and partners.

Minh worked many years in a variety of roles, as well as worked closely with many none-for-profit agencies, including the local government community development and national government at all levels and stakeholders. He holds a Master Degree of Rural Development and Project Management from Build Bright University, High School Teaching Diploma on Mathematics from National Institution of Education and Bachelor Degree on Mathematic from Phnom Penh Royal University.

Dato' Teo Yen Hua,

Dato’ Teo Yen Hua, 68, was appointed the first Chief Executive Officer of the National Water Services Commission (SPAN) on 1 March 2007 and held the post until 31 August 2014. Prior to that, he served for more than 32 years in the Malaysian civil service in several ministries namely Ministry of Finance, Ministry of Trade and Industry, Ministry of Primary Industries, Ministry of Education, and Ministry of Energy, Water and Communications (MEWC).

Currently, he sits on the Board of Directors of Pengurusan Air Selangor (The Water Supply Operator for the State of Selangor and Federal Territories of Kuala Lumpur and Putrajaya) and is one of the members of the Disciplinary Committee of the Malaysian Bar Council. He was the former trustee for the Education Foundation of Malaysian Rubber Gloves Manufacturers’ Association (MARGMA) from 2016 to 2020. He has been appointed as an advisor for the water series of Informa Markets Malaysia since 2015.

He holds a BA in Economics (Honours) from the University of Malaya and an MBA with Advanced Certificate in International Business from New Hampshire College, USA.

Associate Professor Dr. Norhayati Abdullah,

University Technology Malaysia

Associate Professor of Environmental Engineering at Universiti Teknologi Malaysia (UTM). Norhayati is recipient of the 2019/2020 ASEAN Science and Technology Fellowship focusing on the strategic recommendations for water sector transformation under the auspices of the Academy of Sciences Malaysia. In 2018, she received the L'Oréal-UNESCO for Women in Science Fellowship.

She was Board of Director of the International Water Association (IWA) from 2014-2018, an IWA Fellow and Vice President of the Malaysian Water Association (MWA).

She received the IWA Young Water Professional (IWAYWP) Award in 2012 in recognition of her outstanding achievements in wastewater research and active involvement in various professional development programs.

Norhayati represented UTM and Malaysia at the University of Michigan Ann Arbor as the Fulbright US-ASEAN Visiting Scholar in 2016-2017.
